I don’t know anything about using a rug shuttle needle such as the one in the auction.  Box states it is used for yarn and narrow rags on canvas or rug patterns.  Made of steel, the hook looks to be in good shape.  The actual needle is about 2″ long.  Instructions printed on back of the box.  The box is in pretty good shape as someone put tape around the edges on either end and so it has not fallen apart over the years.
